I use a lot of classic icons but a lot of them don't have 48x48 size. So when I use medium icon size view they appear blurry. Is there a way to make them 32x32?

Well I just read it and wow what a mess. Why not just post in the forum the executable/reg file/whatever to fix it immediately? Not everyone has a lot of computing knowledge. I can't work in regedit unless I have a guide or else I'm completely clueless.

This thread contains the executable that I use, called "combine" but it also fixes a lot of other things (removes the navbar for instance): www.winclassic.net/thread/207/combine

Well, it only shows 32x32 icons when I select content view.

I can't work in regedit unless I have a guide or else I'm completely clueless. This is a really big issue on this site. I've been made to feel like an idiot more than once for asking simple questions or making mistakes that anyone could make. The "tutorials" here are often all over the place, with bits and pieces of information scattered throughout scores of threads.
We really need a simple, "idiot-proof" guide which tells you exactly what to do to make the classic theme work on 8.1 (and 10). Just a numbered list of things to do in layman's terms.

When I solve all the issues I still have with classic theme (32x32 icons and remioving the navbar but with the address bar) I plan on doing a full guide (not "idiot-proof", more like non-specialized-proof) to get classic theme on windows 8.1 and I'll include all graphic resources and programs needed.

If you want 32px icons with classic theme, your first step should be this one: www.winclassic.net/thread/126/make-windows-explorer-listview-control

Try using ShellBagsView, Replace 30 to 20, And Finally. Apply to all folders.
