[Poll] "Classic Theme General" & "Classic Theme Development"

tl;dr: Classic Theme General and Classic Theme Development are very similar boards that don't have much distinction from one another. Should they be merged into one board?
I have found the purpose of the Classic Theme General and Classic Theme Development boards to be increasingly confusing, as the discussion and content on both of them is quite similar. While I do feel that Classic Theme Issues does serve a purpose for reporting and documenting bugs, these two boards feel like more or less the same thing to me.
It's worth noting that the original titles of Classic Theme Development and Classic Theme Issues were "ClassicTheme.exe Development" and "ClassicTheme.exe Issues" with their intended purposes being to further the development of ClassicTheme.exe in the form of updates, contributions, and of course, bug reports (Classic Theme General was always "Classic Theme General" in case you were wondering). However, because development of ClassicTheme.exe has been practically non-existent since IBMPad created it on the ThinkPad Forums, and since there are multiple ways to enable the classic theme, it made more sense to broaden their scopes to include the classic theme as a whole, and not just ClassicTheme.exe.
The original reasoning behind keeping Classic Theme Development as its own, separate board was to provide a place for discussions related to the development of more large-scale projects and/or software designed to improve the experience of using the classic theme on Windows 8 and up. Classic Theme General was left unchanged at this point, since it was to retain its original intended purpose as a place for general discussion about the classic theme (of course), as well as other, smaller miscellaneous tweaks and fixes.
But as time has gone on, the line of discussion between both of these boards has been increasingly blurred. I think this can be attributed to the fact that there haven't been a whole lot of large-scale projects to speak of that are taking place on WinClassic (large scale meaning something that would be hosted on GitHub, where multiple members of the community are making contributions) and that the description of both these boards doesn't really make their intended purposes very clear.
Because of this, I have strongly considered merging the two boards into Classic Theme General to keep things more organized.
This is actually something that was brought up internally with the WinClassic staff quite some time ago, but the idea behind this suggestion didn't seem as apparent then as it does now. With that being said, we thought we should ask the community what they think of this idea before moving forward with it. Should these two boards be merged into one or should they just remain as they are? If they are to be kept separate, how would they be distinguished from one another? Or, if you have another suggestion, feel free to post it in this thread. The poll will be closed in a week (Sunday, August 18, 2019) so please submit your vote before then.
