It seems like someone ported Windows 7's basic style to 10, not just copied over the visual styles (since they will most likely *not* work between different versions - Vista styles, for example, crash DWM on 7 if used without porting them over). If you want to port it, you would need: - a (preferably legitimate) copy of Windows Style Builder by Andreas Verhoeven (as well as a basic understanding of how it works);
- an image editor;
- patched system files (uxtheme.dll, themeservice.dll, and themeui.dll), or something like UXStyle (which patches those files in memory, rather than locally modifying them);
- and (lots of) patience.

that way even classic theme can be fixed properly

That looks like a windows 7 desktop with the contents of a Windows 10 "About" window Photoshopped in.
As a general rule on the internet, if someone posts a picture of them achieving something a bunch of people are trying to achieve, but don't give the details of how they did it, 99.9% of the time it's a fake.

That looks like a windows 7 desktop with the contents of a Windows 10 "About" window Photoshopped in. As a general rule on the internet, if someone posts a picture of them achieving something a bunch of people are trying to achieve, but don't give the details of how they did it, 99.9% of the time it's a fake. It seems to be a legitimate Windows 10 desktop. Smaller details like the clock, absence of the show desktop button, the font (though that needn't necessarily be hard proof), some icons (Explorer.exe, Quick Access, command bar), the pin icon next to Quick Access, the off-looking navigation bar (buttons, address and search bar glyphs), and the "Available Offline" status in the details pane. And the start menu looks off too, looks more like it's Start10/StartIsBack/Classic Shell. Unless someone would go out of their way to actually pay attention to these small details, it seems unlikely that it's shopped. It isn't necessarily hard to port visual styles (nowhere is it implied that this is an actual 'basic' theme, i.e. without using DWM), just time-consuming if you want to achieve 'perfection'.
