Looking at the url you probably got it from hangouts. You have to be logged in with your Google account in order to see that image. Try uploading on imgur instead

Try uploading on imgur instead cannot upload to imgur because it banned egypt (because i'm from egypt), but i can tell you how to do it step by step: 1-if you have a windows xp.iso file, open it 2- navigate to i386 3- look for winmine.ex_ 4- open inside it 5- extract the exe file 6- open it with resource hacker 7- extract bitmaps that have colors 8- open them with icofx 9- change the color to blue 10- save these bitmaps 11- open up resource hacker 12- replace the bitmaps 13- save file 14- open winmine 15- bugged out! if you don't have icofx & resourcehacker/winmine, download the link below: winmine (as when i say icofx, i didn't mean to go to site to downlod, nope, winmine.).

Found the issue: Modern image editors (i was using Paint.NET) save *.bmp files with a color depth of 32 bits (32bpp) but if you go into resource hacker and click the original image, you'll see that it's 4bpp. Saved the bitmap as a 4bpp bitmap, imported it and it worked! (Not sure how to do this on icofx though but on Paint.NET doing save as opened up a dialog where I was able to select color depth) Result:
