Well, no. It's the 'launcher' including a humongous collection of Flash games and other assets. The other download (FlashPoint Infinities) is a lot smaller, as you can see on its download page, as it omits most of the games and other assets.

The con is that they only archive a single version, not multiple versions. How does that diminish what I said, though? All I told you is that the 241 GB archive contains a significant portion of all Flash games to have existed (next to the launcher assets), which is the sole reason for its exorbitantly large size - I did not imply anything regarding versions. I fail to see the correlation between my observation and your statement, to be frank. Please do elaborate.
