I'm having this issue too and it's really annoying. I only recently gotten a second monitor. I'm using 8.1.
Here's what the left hand side of monitor 2 looks like with the taskbar hidden on the second screen (or the right hand side of monitor 1 if I were to move the window onto monitor 2):
I hope there's a fix. I've tested and it only happens when running the classic theme; regular 8.1 windows behave as they should in this regard.

Bump. Does anyone know if there's a fix for this, or why it even happens? I've tested it on Windows 10 as well and the same issue is present there when the classic theme is running. It's extremely irritating when using two monitors.

Does anyone know why this doesn't happen on Windows 11, but happens on 8.1 and 10 (every version - I'm currently running LTSC 2021 on this machine and it's present there)? It's honestly the most frustrating thing ever.

It's extremely irritating when using two monitors. The technical explanation is simple: when maximising windows with the classic theme, without DWM, they are clipped by the kernel window manager in win32k.sys. DWM, which is responsible for ultimately drawing windows to the screen since Vista, does not take into account the legacy clip. It is only aware of the newer clipping technique used by the theme engine (since XP), and clipping its own nonclient areas.
Basically, window maximisation clipping was a hack from Windows 95 to XP and the new window manager doesn't account for it.
I made the Windhawk mod linked above, which corrects this issue by making it use the same approach themed windows use.
