Is there any way to get themes to also apply to Metro UI apps? (Change title bar, buttons, etc.)

(Change title bar, buttons, etc.) Not as long as the company is ran by imbeciles , if Microsoft really wanted to make a change they would never do the metro thing to start with , they would create a small size interpreter for android apk files to run on windows natively all of that while keeping the original theme on/off engine but no just hook all the metro crap into dwm.exe destroy the GUI beyond recognition ruin it for everybody that dont use hacks and mods to bring the classic theme back and when they are done destroying windows guess whats next? A mobile Winrt like OS supporting only win32 killing win64 named windows10x .

Offtopic, just a reaction to what powerplayer said: I personally think Microsoft isn't going in a bad direction with ModernUI (not metro, metro is the biggest ui fail i've ever seen). It works pretty good. It's just that their design theme refuses to add any customizability options. Everything is themed in a fixed way and you have to deal with it. That's mentally stupid. The Windows 10X thing imo is good. Really good. Remember that it's mainly designed for their Surface line of products and other tablet like devices. It works beautifully for that exact purpose: tablets. They are now realising that they need a seperate operating system for tablets and I think Win10X is the first step to removing the tablet stuff from Win10. That's a good thing. actually on topic: No. You can't. Windows design theme is too ignorant for customizability.

You can install glass8 and apply a classic visual style (requires UltraUxThemePatcher) to theme their title bars. Or you can use WindowBlinds if you give up the real classic theme.
