i just thought if there could be a whistler theme option on the simple classic theme control panel. i do not want to use UX style because it doesnt work on my pc for some reason

The thing is, you can't use third-party visual styles on Windows since the theme engine's files look for Microsoft's digital signature in visual styles. You have to patch your system files, one way or another, to get them to do this.
The closest thing to Watercolor you could get without patching system files would be to make a color scheme for the classic theme.
