You could make one like a console one, but no, it is almost impossible.
Try using logon messages in Winaero Tweaker to make things better.

I made it for windows 7 before
I edit Authui.dll For removing user frame and classic 3d buttons and classic icons for shutdown , accessibility option and language bar. I edit Authui.dll.mui to change the fonts
I edit Imageres.dll for background image and startup sound
I edit basebrd.dll to remove windows 7 ultimate logo
but i don't know this method is work on windows 10 or not
