Display, Personalization, Fonts, Autorun, Infrared, Keyboard, Windows Firewall, User Account, Language, Power Options, Date & Time, Troubleshooting, Color Management, Speech Recognition, Device Manager, Phone & Modem, File History, RemoteApp and Desktop Connection, Network and Sharing Center, Backup and Restore (Windows 7), Index Options, Internet Options, Devices and Printers, Ease of Access Center, Country and Region, Synchronization Center, Security and Maintenance, Sound, Credentials, Storage Space, I would like to change the icons such as cloud folders to Windows 98 or 2000. The Windows 10 icon is too annoying...   |

As of i know, control panel icons are stored in imageres.dll.
Try resource hacking imageres.dll or use customizergod.

This guide has changed the reporting icon. There are many things that haven't changed yet... Some things cannot be changed.  |

You can copy those 2 files (in System32) and all of the CPL files you can find there to a different directory, open Resource Hacker, change the icons there, and copy them back using something like RunAsTi or ExecTI. |

You can copy those 2 files (in System32) and all of the CPL files you can find there to a different directory, open Resource Hacker, change the icons there, and copy them back using something like RunAsTi or ExecTI. display.dll, Language icon UserLanguagesCPL.dll is a resource hacker who has changed from Windows 7 icon to 98 or 2000 icon.   |
