I know there are some places where you can download all the W98 icons, but I'm talking about the W95 ones. The thing is, I know they are included in the ico files but it seems Windows always chooses the ones from W98 if available. Is there a way so that Windows always selects the W95 icons or do you have to manually remove the W98 ones from the file?

What do you mean with the ico files contain both versions?

What do you mean with the ico files contain both versions? Windows 98 version: Windows 95 version: Both in the same .ico file. Windows always chooses the W98 version if available.

I think that's actually a lower color version. Could you supply me with the original ico pack? I might be able to use my C# magic to remove the more detailed icons from the ico files.

There are 2 ways actually: 1- Setting your color depth setting to 16 bit (but will make the window animations slow and cause classic animations like menu and tooltip sliding, so not recommended) 2- Using an icon editor and removing the W98 ones. (that's the good way) I recommend the 2nd way.

I forgot to inform back. I did an attempt which was nearly successful (it did filter the images, but it got the higher color ones instead of the lower color ones) but after attempting to update my old MacBook to macOS Monterey, I was forced to use a Time Machine backup to fix my system. In the process I lost the code that does it. It was a pain in the ass to get working so, sorry I'm not going to do that again.
