You can't, unless if someone wants to make one. It's stored in OpenWith.exe, and if you replace it with cmd.exe, it should open the Command Prompt. You can use this to possibly make a new program. (For those of you attempting to do this, file associations are stored in HKEY_CLASSES_ROOT aka HKEY_LOCAL_MACHINE\Software\Classes).
There's also OpenWith enhanced, but it's insanely buggy and after a few uses it doesn't work at all.
