I have this problem with SCT, Automatic classic theme script for windows 10, (etc) where file explorer doesn't have the classic look. I do remember posting a thread on that a year ago or two, but can't find it.

As the developer of SCT, I declare this the worst advice ever. You should never restart explorer manually as that results in buggy behaviour. Instead, you should enable the option called 'Launch folder windows in a separate process' under the folder options in File Explorer.
