Windows 10 LTSB 2015 (10240) Snipping Tool on newer windows

I made a decision to restore 10240's Snipping Tool on IoT ltsc 2021 similar to how ImSwordQueen's 21H2to7 restores it.

NOTE: This is tested on the Virtualbox VM.
