Individual programs can still benefit from hardware acceleration, but the window manager itself will use the legacy one from XP and prior instead of DWM. DWM is used for even classic and basic themes by most people on Windows 8+. Additionally, using Windows without DWM has become increasingly difficult, as functions/programs relying on DWM have been added. On the other hand, the reason for the poor functioning of the old window manager under Windows 7 is twofold: increasingly powerful GPU (so there is no need to use the CPU for that) and poor management by the system; I have already seen users claiming that on the same computer, Windows XP works better than 7 with the old window manager.
What I don't know is to what extent DWM "adapts" its request to the GPU according to the requested effects. For example, if without transparency/without visual effect the demand on the GPU drops significantly.

Poor functioning? I've never noticed that.
You could also say: There is no need to use the GPU because the classic theme won't need a very powerful GPU to render its windows.
It's nevertheless very well possible that Windows XP runs smoother than Windows 7 on some machines, simply because Windows 7 is more demanding in general.

nonameneeded It seems to me that not all computers have a problem with the old window manager under Windows 7. Obviously, this comes from poor writing of the driver (unlike Windows XP, where it was well written), which causes compatibility issues on some PCs.

They got rid of hardware-accelerated GDI in Windows Vista, and then only added it back to Windows 7 under certain conditions (DWM must be running and a WDDM 1.1 driver must be used). Even with optimizations under Windows 7, GDI is still nowhere near as efficient as on Windows XP. Without optimizations, it's noticeably sluggish.

Now it works! but without the program I can't configure Attachments:

I did registered the DLL file with the regsvr32 command and nothing happens... Am i did something wrong?

I keep getting this problem when using throbber: When I enable it sometimes it will appear normal, but when closing and reopening explorer it turns into a square.

This is 96dpi, so I don't think so. The throbber scaling is just hacky and it probably doesn't work with the specific layout the user has for some reason. They seem to have broken how things like the throbber band work in IE7 and Vista explorer internet toolbar... Perhaps moving toolbars around will fix it.
