I did this with the files from a windows 7 VM (No service packs installed on it) and it works just fine, except the desktop background is completely covered with my set accent color while cardspace is open? and i cant take a screenshot to show here, on windows 11 23h2.

I was just showing what it looks like on my windows 11 23h2 install.
1. Grab icardagt.exe, icardie.dll/mui, icardres.dll/mui, infocardapi.dll, infocardcpl.cpl from Vista sp2/7 sp1 and copy to System32 (mui to \System32\<your locale folder>\, for example, US English is en-US)
Now control panel should display Windows CardSpace, but it didn't work. So we need a service to drive it work.
3. Copy "Microsoft.NET" folder located in "C:\Windows" from Vista sp2/7 sp1 to Windows 10's "C:\Windows", but don't replace already exist same name files, just keep them and merge same name directory.
5. The last step, go to "C:\Windows\Microsoft.NET\Framework64\v3.0\Windows Communication Foundation", use regsvr32 to register all dlls and apply all registry files here. (idk if this step is necessary or not, but you may have a try)
Now launch Windows CardSpace normally~
PS: I haven't tried Vista RTM and 7 RTM files, so I don't guarantee that these files will work.
Edit 1: There is a probability that restoring CardSpace will fail. services.msc reports error 1053 when starting the service. I can't temporarily find the most likely reason. But once you succeed, there will be no problem later.

Ignore it. As long as you can open Cardspace. If you can't, I have no idea too... maybe your system lacks some things idk just like enderboy
